مدل‌سازی روابط میان اعتماد نهادی، آگاهی اجتماعی و رفتارهای پیشگیرانه در مدیریت بحران‌های شهری

چکیده
بحران‌های شهری به دلیل پیامدهای گسترده اقتصادی، اجتماعی و زیست‌محیطی، اهمیت بالایی در مدیریت شهری دارند و شناسایی عوامل مؤثر بر ارتقای رفتارهای پیشگیرانه شهروندان از ضرورت‌های پژوهشی در این حوزه محسوب می‌شود. مقاله حاضر با عنوان «مدل‌سازی روابط میان اعتماد نهادی، آگاهی اجتماعی و رفتارهای پیشگیرانه در مدیریت بحران‌های شهری» با هدف بررسی اثر اعتماد نهادی و آگاهی اجتماعی بر رفتارهای پیشگیرانه و آزمون نقش میانجی آگاهی اجتماعی انجام شد. جامعه آماری پژوهش شامل شهروندان بالای ۱۸ سال ساکن شهرهای تهران، مشهد، اصفهان و تبریز است که در معرض مخاطرات شهری مختلف (مانند زلزله، سیلاب، آلودگی هوا و بحران‌های بهداشتی) قرار دارند و نمونه‌ای بالغ‌بر ۳۲۰ نفر با روش نمونه‌گیری تصادفی طبقه‌ای انتخاب شد. دوره زمانی جمع‌آوری داده‌ها نیمه اول سال ۱۴۰۴ بود. ابزار پژوهش پرسشنامه استاندارد شامل ۱۲ آیتم برای اعتماد نهادی، ۱۰ آیتم برای آگاهی اجتماعی و ۱۴ آیتم برای رفتارهای پیشگیرانه بود و پایایی و اعتبار ابزار با استفاده از آلفای کرونباخ، اعتبار ترکیبی و تحلیل عاملی تأییدی تأیید شد. داده‌ها با استفاده از نرم‌افزارهای SPSS و AMOS و روش مدل‌یابی معادلات ساختاری تحلیل شد. نتایج نشان داد که اعتماد نهادی اثر مستقیم و مثبت بر آگاهی اجتماعی (0.48β=، 6.00 t=) و رفتارهای پیشگیرانه (0.22β=، 3.67 t=) دارد و همچنین آگاهی اجتماعی به‌طور مستقیم بر رفتارهای پیشگیرانه تأثیر قابل‌توجهی دارد (0.55β=، 7.86 t=). علاوه بر این، اثر غیرمستقیم اعتماد نهادی بر رفتارهای پیشگیرانه از طریق آگاهی اجتماعی برابر با ۰٫۲۶ بوده و بازه اطمینان شامل صفر نیست که نقش میانجی جزئی آگاهی اجتماعی را تأیید می‌کند. بر اساس این نتایج، تقویت اعتماد شهروندان به نهادهای رسمی و ارتقای آگاهی اجتماعی می‌تواند به‌طور هم‌زمان موجب افزایش رفتارهای پیشگیرانه در مواجهه با بحران‌های شهری شود و سیاست‌گذاران شهری می‌توانند با تمرکز بر این دو عامل، تاب‌آوری و آمادگی جامعه را در برابر بحران‌ها بهبود بخشند.

Urban crises, due to their extensive economic, social, and environmental consequences, hold significant importance in urban management, and identifying factors that enhance citizens’ preventive behaviors is a critical research priority in this area. This study, entitled "Modeling the Relationships among Institutional Trust, Social Awareness, and Preventive Behaviors in Urban Crisis Management", aimed to examine the effects of institutional trust and social awareness on preventive behaviors and to test the mediating role of social awareness. The study population consisted of citizens over 18 years old residing in Tehran, Mashhad, Isfahan, and Tabriz, who are exposed to various urban hazards such as earthquakes, floods, air pollution, and health crises. A sample of 320 participants was selected using stratified random sampling. Data were collected during the first half of 1404 (Iranian calendar). The research instrument was a standardized questionnaire including 12 items for institutional trust, 10 items for social awareness, and 14 items for preventive behaviors, whose reliability and validity were confirmed through Cronbach’s alpha, composite reliability, and confirmatory factor analysis. Data were analyzed using SPSS and AMOS software and the structural equation modeling (SEM) approach. The results indicated that institutional trust had a direct and positive effect on social awareness (β=0.48, t=6.00) and preventive behaviors (β=0.22, t=3.67), and social awareness had a significant direct effect on preventive behaviors (β=0.55, t=7.86). Moreover, the indirect effect of institutional trust on preventive behaviors through social awareness was 0.26, with a confidence interval excluding zero, confirming the partial mediating role of social awareness. Based on these findings, enhancing citizens’ trust in official institutions and promoting social awareness can simultaneously increase preventive behaviors in response to urban crises, and urban policymakers can improve community resilience and preparedness by focusing on these two factors.
