ارائه چارچوبی برای ارزیابی مدیریت تداوم کسب‌وکار با در نظر گرفتن عوامل کلیدی تأثیرگذار بر ارزش تداوم کسب‌وکار و ریسک‌ها در صنعت داروسازی

چکیده
در دنیای کنونی با افزایش وقوع اختلالات و ریسک‌ها در سازمان‌ها، جلوگیری از وقوع مجدد آنها و یا مقابله با آنها اهمیت افزونی پیداکرده است که با مفهوم مدیریت تداوم کسب‌وکار که جزئی جدانشدنی از مدیریت ریسک است، می‌توان راه‌حلی برای بازیابی فرآیندهای حیاتی و یا جلوگیری از توقف‌ها و وقفه‌های طولانی برای سازمان‌ها شناسایی و پیاده‌سازی نمود. این پژوهش با هدف شناسایی عوامل تأثیرگذار بر ارزش تداوم کسب‌وکار در صنعت داروسازی، بررسی روابط بین عوامل مدیریت تداوم کسب‌وکار باارزش تداوم کسب‌وکار، ارائه راهکارهای عملیاتی بر اساس چارچوب ارزیابی BCM با تمرکز بر مهم‌ترین ریسک‌های داروسازی سعی در تدوین چارچوبی جامع را دارد. عوامل مدیریت تداوم کسب‌وکار و ریسک‌ها در صنعت داروسازی با روش‌های داده بنیاد و دلفی شناسایی شدند. از تکنیک گلوله برفی از 5 شرکت داروسازی برای توزیع و تکمیل پرسشنامه‌های دلفی استفاده شد و عوامل شناسایی‌شده در دو دور دلفی تائید شدند که برای اجماع نظر خبرگان از ضریب کندال استفاده شد. داده‌های جمع‌آوری‌شده با نرم‌افزار SPSS تحلیل توصیفی و استنباطی شد و برای بررسی رتبه‌بندی عوامل مدیریت تداوم کسب‌وکار از آزمون فریدمن و برای بررسی فرضیه‌های پژوهش از آزمون اسپیرمن استفاده شد. چارچوب ارزیابی BCM نیز در 5 شرکت اجرا شد و داده‌های آن برای تمام شرکت‌ها موردبررسی قرار گرفت. یافته‌های آزمون اسپیرمن نشان دادند که بین عوامل مدیریت تداوم کسب‌وکار با BCV رابطه مثبت و بین ریسک‌های داروسازی و BCV رابطه معکوس وجود دارد. یافته‌های اجرای چارچوب مدیریت تداوم کسب‌وکار در شرکت‌های داروسازی نشان داد که کنترل و بررسی برنامه‌ها و رویه‌ها، برنامه‌ریزی تداوم کسب‌وکار، فرهنگ تداوم کسب‌وکار، مدیریت ریسک و منابع از مهم‌ترین عامل‌ها در موفقیت BCM هستند، همچنین مهم‌ترین ریسک‌های داروسازی، ریسک زنجیره تأمین، ریسک کیفیت محصولات دارویی، ریسک‌های میکروبیولوژی و ریسک‌های تحقیق و توسعه می‌باشند. اجرای چارچوب در شرکت‌های داروسازی نشان داد که شرکت‌هایی که مقدار BCV آنها بیشتر بوده است، توان مقابله با ریسک و امکان تداوم فرآیند بیشتری دارند و خسارات کمتری متحمل خواهند شد.

In today's world, with the increase in the occurrence of disruptions and risks in organizations, preventing their recurrence or dealing with them has become increasingly important. With the concept of business continuity management, which is an inseparable part of risk management, a solution can be identified and implemented to recover critical processes or prevent long stops and interruptions for organizations. This research aims to identify factors affecting the business continuity value in the pharmaceutical industry, examine the relationships between business continuity management factors and business continuity value, and provide operational solutions based on the BCM assessment framework, focusing on the most important pharmaceutical risks. Business continuity management factors and risks in the pharmaceutical industry were identified using Grounded Theory and Delphi methods. Experts were selected from 5 pharmaceutical companies using the snowball technique to distribute and complete the Delphi questionnaires. The identified factors were confirmed in two Delphi rounds, and the Kendall coefficient was used to reach a consensus among experts. The collected data were analyzed descriptively and inferentially, and the Friedman test was used to examine the ranking of business continuity management factors, and the Spearman test was used to examine the research hypotheses. The BCM assessment framework was also implemented in 5 companies, and its data was examined for all companies. The findings of the Spearman test showed that there is a positive relationship between business continuity management factors and BCV, and an inverse relationship between pharmaceutical risks and BCV. The findings of implementing the business continuity management framework in pharmaceutical companies showed that controlling and reviewing programs and procedures, business continuity planning, business continuity culture, risk management, and resource management are the most important factors in the success of BCM, and the most important pharmaceutical risks are supply chain risk, product quality risk, microbiology risks, and research and development risks. The implementation of the framework in pharmaceutical companies showed that companies with higher BCV values have greater ability to cope with risk and process continuity, and will suffer fewer losses.
