چکیده
مدارس به عنوان مراکز بااهمیت بالا همواره با مخاطرات جدی مواجه هستند. این مخاطرات که عمدتاً پس از بروز سانحه به شکل خسارات محسوس و نامحسوس ظاهر می‌شوند، قادر به ایجاد آسیب‌هایی در بدنه سخت و فضای نرم این نوع از محیط‌های آموزشی هستند و پیامدهای ناگواری را به همراه دارند. سامانه فرماندهی حادثه این ظرفیت را داراست که تمامی منابع در دسترس را به جهت مدیریت پاسخ در زمان پس از سانحه به‌کارگیری کند. اما با توجه به ضعف‌های سیستمی ناشی از یکپارچه نبودن در ساختار مدیریت تصمیم، سامانه دچار پدیده‌ای تحت عنوان پیچیدگی ساختار تصمیم‌گیری در برخورد با حوادث می‌شود. یکپارچه‌سازی ظرفیت مفهومی مدیریت ایمنی با این سامانه منجر به ایجاد مدلی با ساختار توسعه پایدار برای مدارس می‌شود. چنانچه این مدل در مدیریت بحران مدارس وجود نداشته باشد، عملاً فعالیت‌های مرتبط با تصمیم‌گیری و به‌کارگیری منابع در مواقع بحرانی با دشواری روبه‌رو می‌شود. یکی از ابهامات جدی در این میان مخاطرات اجرایی برای مقابله با حادثه است که در عمل به شکل ریسک‌های تصمیم‌گیری بروز می‌کند. مطالعات حاکی از اهمیت به‌کارگیری ساختار توسعه پایدار و مدیریت ایمنی در سامانه فرماندهی حوادث مدارس دارد که منجر به بهبود عملکرد سامانه می‌شود. این مقاله با بررسی میدانی، مطالعات کتابخانه‌ای و تجزیه‌وتحلیل گزارش برآمده از منطقه مورد مطالعه به بیان نقاط ضعف این سامانه می‌پردازد و مدلی مفهومی را برای درک بهتر از جایگاه این سامانه پیشنهاد می‌کند. این مدل با عنایت به درس فراگرفته‌شده از مشکلات مورد بررسی در درخت خطا، انعطاف‌پذیری در جمع‌آوری منابع و هدایت درست واحدهای واکنش اضطراری را دو مفهوم اصلی برای به‌کارگیری مؤثرتر سامانه فرماندهی حوادث در مدارس می‌داند.

Abstract: The occurrence of abnormal incidents, such as accidents, fires, landslides, falling structures, etc., has
caused a lot of life and financial losses due to different reasons and lack of planning in a timely manner. In the
meantime, schools are considered as educational places and environments for the development of the country’s future
talent, and due to high population density, they are considered to be places of high importance. Safety and disaster
management is one of the key issues in risk management and human resource and material resources, according to
which the managers of the organization should try to keep the environment of their forces out of any danger. The occurrence
of bad disasters in the country’s schools shows that safety and related issues are not being actively pursued
and a review of the existing safety management approach for schools is an essential requirement. There is some weakness
in the incident command system (ICS) for schools which must to be surveyed. The aim of this research is analysis
the weakness and complexity system of making decision in schools incident command system. A quantitative content
analysis is use to extract the influence factors for failures in incident command system. Then, try to determine the
specific causes of the failures in such introduced systems by a fault tree analysis method. It is concluded that a native
conceptual model might be considered as sustainable development model in such system.
