چکیده
اصول نظام حقوق شهروندی نظامی خاص است که ممکن است از هر کشوری به کشور دیگر و هر جامعه‌ای به جامعه‌ی دیگر متفاوت باشد. عوامل متعددی همچون دین، مذهب، اعتقادات، آداب و رسوم، وضعیت جغرافیایی و وضعیت اقتصادی می‌تواند در تهیه و تدوین قانون حقوق شهروندی تأثیرگذار باشد. در قانون اساسی ایران یک فصل به حقوق ملت اختصاص داده شده اما تکالیف شهروندان بیان نشده است. در زمینه‌ی حقوق شهروندی قانون بسیار مختصری در کشور ما موجود است که درخصوص حقوق اولیه ضعیف است و برخی مسائل مهم را نیز در بر نمی‌گیرد. حال در زمان بحران که اصول حقوق شهروندی و حقوق بشر در معرض خطر قرار می‌گیرد برای حراست از حقوق شهروندان به‌‌نظر می‌رسد به یک قانون کامل‌تر و جامع‌تر در این زمینه نیاز مبرم داریم.

Principles of civil rights may differ among different countries and societies. Various factors such as religion, believes, customs, geographical situation and economical conditions influence the codifying of the laws of civil rights. In the Iranian constitution, there is a chapter on nation rights, however the citizens' duties are not specified. There is a small number of laws related to the civil rights in Iran, most of which consider the initial rights of culprit and do not include other issues. In urgency situations where the civil and human rights are threatened, a more comprehensive law is seemed to be essential for preserving the citizens' rights.
