One of the physical problems of rural settlements is that residential buildings are not resistant enough against natural disasters. In most post-disaster reconstruction programs, the policy of partially relocation or totally relocation of settlement area is technically considered as a suitable solution for risk reduction and safety against some phenomena such as earthquake, flood, ground drift, etc. Nay-Band Village in South Khorasan Province is an instance of valuable villages, which are left uncompleted in intervention projects, such as relocation, for various reasons despite spending huge social and economic costs and even the completed houses are not welcomed by rural people. This study aims to investigate reconstruction in Nayband Village in South Khorasan province and examine why rural people did not welcome the new settlement area in Nay-Band village. The research hypotheses are about the design inappropriateness of the new village and lack of participation of the villagers in the process of relocation of the village and village incorrect location. To analyze the data, factor analysis tests and correlation coefficient was employed. The research results approve all the hypotheses so that the highest Eigen–value is allocated to the rural people's lack of interest, the inappropriateness of the new village location in terms of natural hazards such as floods, loss of proper perspective, and also sense of familiarity with the new village.
