Survey relationship between rural settlement livability and rural resilience in front of natural disaster in rural areas of Mravehtapeh and Palizan County

Abstract

The environmental vulnerabilities due to hazards and their consequences cause different costs from individual level up to international level, social disturbance, and failing in physical structures of settlement areas. Generally, these effects could be called as unsustainability in different aspect of livability in rural settlement that will be effective on the measure of resilience and tolerability amount of human community to return to the initial condition after disaster. Thus, nowadays, resilience, as a one of the effective index to the disaster management process, is a social approach for enhancement of rural against disaster's unsustainability and for achieving a livable rural settlement condition. This study aims to measure the level of livability in rural settlements and analyze the relation between the livability and resilience level of rural areas. Thus, in sequence of theoretical studies, the resilience and livability indexes extracted and tested by questionnaire survey for the case study area to the rural of the floodplain area of Atrak River. The relation among these factors achieved by using of statistical examination -correlation test- and by PROMETHEE technique. The results show that Ghazan Ghieh, Feragh Sar Pain and west Black Flower, sequence with 1, 0.92 and 0.84 final score are in better condition of livability rather than the other rural area. Furthermore, the result shows that, the Ghazan Ghaieh rural achieved the first rank based on its resilience index. Moreover, the comparison of livability and resiliency scores shows that, resiliency of rural areas increases with increasing of livability simultaneously.
