Therefore, a two-stage stochastic model is developed to optimize funds allocation for risk reduction measures (retrofitting of buildings) and reconstruction measures after potential earthquakes in a regional level. The proposed stochastic model seeks optimized strategy towards risk reduction based on minimizing various criteria such as mitigation expenditures, reconstruction costs, and excess reconstruction expenditures induced by probable earthquakes. In order to present the functionality of the proposed stochastic method, the approach is applied for a pilot area in Tehran. Therefore building stocks for the pilot area besides structural vulnerability functions for them as well as regional seismic hazard characteristics are modeled to compile a probabilistic seismic risk model for the pilot region. Results illustrate the variation of mitigation expenditures in particular, structural retrofitting expenditures by location and structural type for buildings in this region. In addition, in order to investigate the consideration of uncertainty related to the probable earthquakes and demonstrate the advantages of stochastic programming compared to deterministic programming, a deterministic programming and such approach are discussed here and some pilot studies are designed and performed. The results of these studies are compared with the pilot analyses done based on proposed stochastic programming.}, keywords = {Optimization,Seismic Risk Mitigation,Resource Allocation,Seismic Vulnerability,Tehran}, title_fa = {اختصاص منابع اقتصادی جهت کاهش ریسک لرزه‏ای‎ منطقه‏ای‎ با استفاده از مدل بهینه‎سازی‎ تصادفی‎ و یقینی}, abstract_fa = {این پژوهش با هدف ارائه‌ی روشی برای ارزیابی و تعیین اولویت اقدامات کاهش ریسک لرزه‏ای‎ در کشورهای لرزه‌خیز در حال توسعه و اختصاص بودجه‌ی لازم به این اقدامات و یاری دادن مدیران و تصمیم‌گیرندگان در این امر انجام شده است. بنابراین یک مدل برنامه‎ریزی بهینه‎سازی‎ تصادفی (احتمالی) دو مرحله‏ای‎ توسعه داده شده است تا منابع اقتصادی اختصاص یافته به راهکارهای کاهش ریسک لرزه‏ای‎ (مقاوم‌سازی) و بازسازی پس از زلزله‎های احتمالی آینده را در سطح منطقه‏ای‎ بهینه سازد. این مدل پیشنهادی راهبردهای کاهش ریسک‌های موجود را با هدف کمینه کردن هزینه‌های مقاوم‎سازی‎، بازسازی و ریسک خسارت اقتصادی بیش از حد مجاز مورد جستجو قرار می‎دهد تا راهکار بهینه را با توجه به محدودیت‌های موجود پیدا کند. برای نشان دادن قابلیت کاربردی مدل پیشنهادی، نواحی ساختمانی شهر تهران مورد تحلیل قرار گرفته است. بنابراین داده‎ها‎ی ساختمانی ناحیه‌ی مورد مطالعه، به همراه توابع آسیب‌پذیری این ساختمان‌ها و ویژگی‌های خطر لرزه‎ای‎ منطقه‌ای برای ارزیابی احتمالی ریسک منطقه‌ی مورد مطالعه به کار گرفته شده‎اند. نتایج تحلیل مدل پیشنهادی به صورت تغییرات هزینه‎ها‎ی مقاوم‌سازی‎ با موقعیت جغرافیایی و بر حسب نوع سازه و سطح طراحی لرزه‌ای ارائه شده است. برای بررسی مدل پیشنهادی از دیدگاه در نظر گرفتن عدم قطعیت وقوع زلزله‎ها و همچنین نشان دادن برتری‌های مدل برنامه‎ریزی تصادفی نسبت به مدل‌های بهینه‎سازی یقینی، مدل یقینی متناظر با مدل تصادفی پیشنهادی،‎ ارائه و تحلیل‌هایی نیز بر مبنای این مدل انجام شده است. در پایان نتایج این تحلیل‌ها با نتایج تحلیل مدل تصادفی مورد مقایسه قرار گرفته است.}, keywords_fa = {بهینه‌سازی,کاهش ریسک لرزه‎ای‎,اختصاص منابع,آسیب‌پذیری لرزه‎ای‎,تهران}, url = {https://www.joem.ir/article_5606.html}, eprint = {https://www.joem.ir/article_5606_dc1cd6d14992e2299f38a53b160185a1.pdf} }
