Thus, Emergency Medical Services (EMS) system has been created in order to provide pre-hospital services. Its objective is quick responsive to treatment and keeping alive patients and finally if needed, patients are transferred to the hospital. System performance is affected by factors such as bases and ambulances' location, determine the number of required ambulance and allocation of them to the emergency calls. Therefore, location in order to maximize the populations that are covered and to provide favorable services to patients is one of major issues in EMS system. Facility location-allocation for EMS in order to effective decision making and programming appears in the two concepts. First, services' facility location and determine its capacity and secondly, allocation demand regions to the services facility. Current study focuses on covering model and hierarchical facility. This study used hierarchical maximal covering location-allocation problem with a combination of queuing theory to achieve the objectives of the research. HiQ-MCLP covering model is the developed model from MCLP that was created in order to maximize coverage and to increasing quality of services. A multi-objective mathematical model has been employed in the current study that minimizes costs and maximizes coverage. The model has been designed on two levels in order to location-allocation emergency vehicles such as ambulance in EMS and has been implemented in Boushehr. The model is solved in different confidence levels with Lingo15 software.}, keywords = {Location,allocation,Hierarchical covering model,Queuing theory,Emergency medical services}, title_fa = {مکان‌یابی-تخصیص سلسله‌مراتبی برای خدمات فوریت‌های پزشکی}, abstract_fa = {خدمات فوریت‌های پزشکی، سیستمی مؤثر و کارآمد برای کمینه کردن خسارت‌های جانی حاصل از بیماری‌ها و حوادث اورژانسی است که برای ارائه خدمات پیش بیمارستانی ایجاد شده است. هدف این سیستم‌ پاسخ‌گویی سریع برای زنده نگه‌داشتن بیماران و درصورت نیاز، انتقال آن‌ها به مراکز درمانی است. عملکرد این سیستم با مسائلی مانند مکان‌یابی پایگاه‌ها و آمبولانس‌ها، تعیین تعداد مورد نیاز آمبولانس‌ها و تخصیص آن‌ها به تماس‌های اورژانسی قابل سنجش است و به‏وسیلة آن، می‌توان به ارتقای عملکرد سیستم پرداخت. بنابراین، مکان‌یابی به منظور پوشش حداکثری مناطق و خدمت‌دهی مطلوب به بیماران، یکی از مسائل پر اهمیت سیستم‌ خدمات فوریت‌های پزشکی به‌شمار می‌آید. بدین ترتیب، مسئله مکان‌یابی - تخصیص تسهیلات سیستم خدمات فوریت‌های پزشکی در دو مفهوم مورد نیاز برای برنامه‌ریزی و تصمیم‌گیری اثربخش نمود پیدا می‌کند: 1) مکان‌یابی تسهیلات خدماتی و ظرفیت آن‌ها، 2) تخصیص حوزه‌های خدمات به تسهیلات خدماتی. پژوهش حاضر از مدل‌های پوششی و تسهیلات سلسله مراتبی استفاده کرده و مدل ریاضی با ترکیبی از تئوری صف را مبنای دستیابی به اهداف پژوهش قرار داده است. مدل پوششی HiQ-MCLP مدلی توسعه‌یافته از مدل MCLP است که برای پوشش حداکثری و افزایش کیفیت خدمات ارائه شده. این پژوهش از مدل ریاضی چند هدفی استفاده کرده که هزینه را کمینه و پوشش را بیشینه می‌کند. مدل در دو سطح برای مکان‌یابی و تخصیص سرورهای اورژانسی مانند آمبولانس در سیستم‌های خدمات فوریت‌های پزشکی به‌کار گرفته و در شهر بوشهر پیاده‏سازی شده است. مسئله در سطوح اطمینان و شمار افراد درحال انتظار متفاوت با نرم‌افزار Lingo 15 تحلیل حساسیت شده است. }, keywords_fa = {مکان‌یابی,تخصیص,مدل پوششی سلسله‌مراتبی,تئوری صف,سیستم خدمات فوریت‌های پزشکی}, url = {https://www.joem.ir/article_14795.html}, eprint = {https://www.joem.ir/article_14795_3a5028dda17a927bbce7428f189cf93b.pdf} }
