Developing a New Model for Risk Assessment, Combining Critical Infrastructure Studies and Spatial Planning Criteria

Abstract
Recent years have witnessed a significant growth in risk assessment literature in various fields, especially in the urban and infrastructure studies. According to the nature of risk assessment and urban life, there are many different kinds of approaches to this assessment. The proposed model in this article seeks to combine the notions of risk in critical infrastructure with urban planning and management objectives. In order to do so, firstly, the relations and inter and intra dependencies in different infrastructure networks were calculated and then the consequences and vulnerability of each asset in each network of infrastructure were assessed based on the distribution of population and activity. This was achieved using the notion of “lost sales” in the network which not only helped in providing a quantitative look to risk assessment but also made the comparison possible between assets. In order to test the proposed model, it was implemented in an imaginary urban area.
