Crisis management planning in urban management with a passive defense approach and using SWOT or MCDM techniques

Abstract
Urban management of today's metropolises depended on the crisis management planning. It is the most essential needs of urban planning in accordance with the principles of passive defense. It helps reduce damages due to crisis and natural disasters. The aim of this research is to offer suitable strategies in crisis management of Rasht Metropolis with a passive defense approach to help managers and planners prevent from crises. Therefore, suitable strategies of urban management of Rash Metropolis were defined by identifying the weaknesses، strengths، opportunities and threats in relation to the vulnerability of crisis management. Designing a questionnaire and surveying 10 experts aware of the subject of the research.  The importance of any SWOT factors and strategies was then determined to plan to use MCDM techniques. The results of the research showed that lack of coordination and provision of crisis management headquarters are the most important factors of crisis management and the comprehensive plan of protecting the city against a crisis for urban management planning can be very effective.
