Due to the destructive effects of natural disasters and with this in mind that our community is vulnerable to natural disasters and hazards, special attention is needed for considering plans and natural disaster reduction principles and their effects. Most administrative policy interference with physical limitations while community-based components are devoted now a very great position in this field. In fact the traditional approach focused on retrofitting structure of city in crisis management, nowadays the challenge with functional reality need another aspect of social functions that finally provide increased levels of resiliency. DAVAM (Community Emergency Response Volunteers) is the new policy has been implemented in recent years relying on dimensions of social networks according to crisis. Finding of research indicate that expect solidarity index in DAVAM group, responsibility and how to manage and organize indicators have a meaningful relationship with cognitive and behavioral components of crisis management.
